Guangdong Promotes Processing Trade Pformation And Upgrading
Guangdong will pform its economic development ideas and guide the processing trade enterprises to achieve pformation and upgrading. The Guangdong provincial Party committee and the provincial government recently proposed to strive to complete the pformation and upgrading of processing trade in 5 years and achieve an open economic strategic pformation of the province's internal and external needs.
Guangdong is a major foreign trade province. In 2007, there were 48000 processing trade enterprises in the province, with a total import and export volume of US $400 billion, attracting 16 million people to work. Under the dual pressure of RMB appreciation and rising production costs, the pformation and upgrading of processing trade enterprises is imperative.
The pformation of processing trade in Guangdong includes 3 aspects: first, from labor intensive, resource intensive to capital intensive and technology intensive; the two is to pform from pure OEM to the production of commissioned design and production of independent brands, and the three is from simple processing and assembly to advanced processing and manufacturing pformation.
In order to promote the pformation and upgrading of processing trade enterprises, Guangdong has taken 5 measures: first, formulating a series of processing trade policies, and guiding processing trade enterprises to achieve pformation through improving the technological level. The two is the introduction of the "double pfer" policy. It is proposed to accelerate the pfer of labour intensive industries in the Pearl River Delta region to the East and West wings and mountains, and promote the pfer of labor force in the East and West wings and mountainous areas to the local two or three industries and the Pearl River Delta region. The three is to enhance enterprises' ability to resist international market risks and contingency, support and encourage foreign investment processing trade enterprises to make full use of two international and domestic markets and expand domestic market share. This year, Guangdong promulgated the guiding opinions on promoting foreign-invested enterprises and processing trade enterprises to expand domestic sales, explored new ways for processing trade enterprises to carry out domestic sales management services, strengthened guidance for enterprises to carry out domestic sales business, and set up domestic sales tracking management and service mechanism, so as to provide high-quality, efficient and convenient services for investors. At the same time, we should strengthen financial support and reward local enterprises and enterprises that contribute greatly to domestic sales. The four is to help enterprises achieve upgrading and pformation without ceasing production, reduce the impact on the normal operation of enterprises, and reduce the pressure on enterprises' capital. Guangdong will formulate guidelines for the operation and take measures to help the processing enterprises to realize the pformation without ceasing production. Five, we should strengthen the supervision of processing trade, improve the comprehensive service capability, and provide all kinds of services for processing trade enterprises.
On the basis of the original plan of arranging more than 500 million yuan of special funds, the Guangdong provincial finance increased 230 million yuan in the second half of the year, specifically for stabilizing export growth, optimizing export structure and developing new markets. Cities around the Pearl River Delta have also made new proposals and practical measures according to local conditions, and vigorously promoted the pformation and upgrading of processing trade.
