Waste Textiles Turn Waste Into Treasure Policy Leads

Cotton prices nearly doubled in a year, indicating that the era of low cotton prices has gone forever.

Textile industry complain: how to buy cotton is so difficult?

At the same time, consumers store their old quilts and old cotton padded clothes in their own storage cabinets.

They don't wear them anymore. They don't receive donations. They don't want to waste their products. How can they handle cotton so hard?

Think about it, two "difficult" docking, speed up

Waste textiles

Recycling can pform old burden into new wealth.

The total amount of waste textiles produced in China is about about 24000000 tons a year, and less than 3/10000 of them are recycled.

The reduction of these waste products to fiber is not only breaking the enterprise.

Raw material restriction

With a new way out, we can solve the problems of garbage disposal and environmental pollution.

Such a good thing, why did no one do it?

In fact, "turning waste into treasure" sounds good, but it's not easy to do.

First, it is high and new technology to restore the rich and varied textile products to high quality and available fibers. It needs to invest a lot of money in research and development, and the strength of enterprises is limited and financing is difficult. Secondly, the recycling system of waste textiles is not sound, raw materials supply is unstable, and it is difficult to form industrialization; third, the price of "turning waste into treasure" is higher, while the consumer market is not yet mature, and the cost recovery cycle of enterprises is too long; fourth, the lack of market and industry standards makes it easy for poor quality products to fish in troubled waters, and the risk of quality enterprises is doubled.

To break through these difficulties, it is not enough to rely solely on the efforts of the enterprises, nor is it feasible. Policies must lead.

Crack financing difficulties

Policy guidance is needed.

Originally, the textile industry has a "sunset industry" in the eyes of financial institutions. Nowadays, the recycling of waste textiles is unavoidable to allow people to equate with the acquisition of waste products. If we want to solve the problem of R & D investment by means of loans, financial institutions will not be able to buy it only by themselves.

In fact, the recycling of waste textiles saves the land for growing cotton and linen, and saves the oil resources for increasing chemical fiber. The government should release a clear policy signal and encourage it to develop at the strategic height of energy security, so that we can have good reputation for doing good deeds.

Breaking the raw material barrier requires policy support.

China has a large amount of raw materials for waste textiles, which can fully meet the needs of enterprises.

However, the recycling of waste products in China is mostly self operated, small in scale and scattered in layout, and does not possess basic cleaning capacity.

This has led to fiber producers' raw materials "not enough to eat" and imported "foreign garbage" from overseas.

How to allow the smooth docking of raw materials and enterprises to fill the gap in the middle of the industrial chain, the government needs to think about it.

Breaking the market chaos also requires policies to regulate.

To maintain market order, we must first formulate corresponding laws, regulations and industry standards. This is the responsibility that the government can not shirk.

In order to prevent black hearted cotton from making profits, it is necessary for the government to promulgate "rules of the game" as soon as possible, in line with the standard, and give preferential treatment through fiscal and tax policies.

Cracking down on making money slow requires policy tilt.

The old fiber must be pformed into a new fiber, and there will be a market.

But with the production process, the cost of recycled fiber will inevitably be higher than that of raw fiber.

The characteristics of the textile industry determine its sensitivity to price. Under such circumstances, how to prevent the promotion of recycled fiber from falling on the last kilometer of price depends on preferential policies and the formation of social consensus.

In the 12th Five-Year plan outline, supporting the recycling of waste textiles is one of the key directions for the development of manufacturing industry in the next 5 years.

It is hoped that from now on, the recycling of waste textiles can receive more attention from governments at all levels and win more policy support.
