New Mandatory Standards To Lock Green

Interview with Dr. Jiang Hong, technical director of SGS Global Textile Services Asia Pacific Region

The new version of the national basic safety technical specification for textile products (GB18401-2010), originally scheduled for implementation in August 1st this year, has been postponed to August 1, 2012.

New standards pay more attention to textiles

product

The safety of textile enterprises has also been put forward higher requirements, and healthy and environment-friendly "organic clothing" has become the future trend.

The basic technical specification for national textile products is the first textile product safety technical specification formulated after the entry into the WTO and according to the agreement on technical barriers to trade (TBT).

Since its implementation in January 1, 2005, it has played an important role in effectively protecting the health of our textile consumers, standardizing the market of textile products and improving the overall level of China's textile industry.

The household textile products were added to the textile products for use and decoration, and the definition of infants and young children was changed from 36 months to less than 24 months. The list of textile products that did not fall within the scope of this standard increased from 13 to 13 categories. New disposable sanitary products, bags, back bags, shoes, umbrellas and carpets were added. Banned azo dyes added "4- amino azobenzene" to 24 species, and the sampling requirements for color fastness, formaldehyde, pH value, and decomposition of carcinogenic aromatic amine dyes were increased; the range of pH value of directly contacting skin textile products was revised from 4.0~7.5 to 4.0~8.5; and the color fastness test was made to stipulate the color fastness to saliva, only to assess infant textile products, curtains and other hanging ornaments. Compared with the 2003 edition, the new version of the 2010 Edition mainly includes the following modifications: the scope of application, in addition to preserving the original

product

The color fastness to perspiration is not evaluated, and the traditional manual coloring products such as natural and bleaching products and tie dye and batik are not tested for color fastness.

Since the timing is not mature enough, the implementation of the new standard has been postponed for a year.

Although time has been postponed, the overall direction of the development of the entire textile industry has not changed. Textile enterprises have begun to prepare for adapting to the new standards.

The dyestuff and auxiliaries used in printing and dyeing process must be selected, and the self checking ability of enterprises should also be improved.

The cost of adding testing equipment and purchasing dye will inevitably bring about the increase of textile production cost. In addition, with the continuous increase of labor costs and raw materials, the price of clothing in the future is likely to continue to rise.

New standards focus on environmental protection

Q: new version of basic safety technology for national textile products

Standard

Under what background did it come out?

A: in recent years, quality supervision and industry and commerce departments at all levels have gradually strengthened the supervision over the quality of textiles and clothing in the production and circulation fields, especially focusing on the clothing, underwear and down garments of consumers and the society. They have investigated and exposed a large number of clothing quality problems, including well-known brands, and played a strong role in promoting the protection of consumers' rights and interests and improving the quality of clothing products.

China's textile quality supervision is gradually improved and improved along with the improvement of people's living standards and the development of textile technology.

In 1990s, in order to prevent fraud and safeguard consumers' right to know, a mandatory standard for the use of textiles and clothing was issued at the right time, which effectively solved the problem of disorder and random identification of fiber components.

In the new century, with the rise of the concept of green environmental protection in the world and the elimination of domestic consumers' fear of so-called "toxic" clothing, the state issued a mandatory standard for formaldehyde content in 2001.

Subsequently, combined with the requirements of environmental protection and safety in the world and the actual situation of textile and garment production in China, the basic technical standard of national textile safety, which has the most far-reaching impact on the industry, has been promulgated so far.

What is the core of Q:'s new safety standard to convey to the market and enterprises?

How can Brand Company understand this soul point better and carry it out better?

Which enterprises will benefit from it and which enterprises will be most affected? Why?

A: new version (2010) safety standard is an enhanced version of the old version (2003), which covers a wider range and controls more toxic and harmful substances.

The core spirit it conveys to the market and enterprises is green, healthy and sustainable development.

about

enterprise

We need to have a long-term vision for development. We must link our own development with the social progress and sustainable development, and speed up the pformation with the product quality as the foundation, so as to gain more market share.

For enterprises that focus only on immediate interests and do not attach importance to product quality, social responsibility and sustainable development concept, they will lose competitiveness and eventually be eliminated.

Q: how the state guides the market to adapt to and comply with the new safety standards.

A: to fully understand the current situation of the market and enterprises, give appropriate adjustment period.

At the same time, third parties, media and channels should be encouraged to publicize new safety standards.

Q: how do textile industries such as textile enterprises, dyeing and finishing enterprises and dyestuff manufacturing enterprises adapt themselves to new safety standards in terms of technology, economy and management.

A: only by improving the quality and environmental awareness of all employees, and integrating environmental awareness and product safety awareness into the corporate culture, can employees' quality consciousness be deeply rooted in the bone marrow, and clean production is promoted, and strict supervision of each process is carried out, so as to calmly cope with the impact of new safety standards on the market.

In addition, enterprises should constantly learn new standards and regulations, and strengthen cooperation and communication with the third party quality inspection institutions.

Explain the new standard

Q: the new standard has included "4- amino azobenzene" in the list of banned decomposable carcinogenic aromatic amine dyes, resulting in 24 kinds of banned carcinogenic aromatic amines.

A: this will not have much impact on enterprises.

Because for 4- amino azobenzene, the European and American market has been related to the relevant laws and regulations, has been implemented for quite a long time.

As a global manufacturer, Chinese manufacturers have mostly taken into account the choice of dyes.

Q: "what is the reason for changing the range of pH value of directly contacting skin textile products from 4.0~7.5 to 4.0~8.5"?

A: textile is a product that has long term contact with human skin. Its pH value is too large or too small, which will damage the acid-base balance of the skin and lead to skin damage easily by other pathogens. PH has been recognized as an indicator of assessment.

Considering the problems of water quality, energy saving and environmental protection in China, the pH value of class B is modified from 4.0-7.5 to 4.0-8.5.

Q: the new standard "increases the sampling requirements for color fastness, formaldehyde, pH value, and decomposable carcinogenic aromatic amine dye test". What is the impact of this regulation on the technology, technology and management of the enterprise?

A: the test method in the original standard refers directly to the standard of relevant test methods, and the standard of test method is generally expressed as "representative sample", which is also in line with international standards.

There is no specific sampling method for most of the standards of textile chemical analysis methods (such as formaldehyde and pH value) in ISO.

In practical work, for some items, especially color fastness, formaldehyde and decomposable aromatic amine dyes, due to the different sampling methods, it may lead to different test results, resulting in missed detection and misjudgement. Therefore, it is necessary to give a description of sampling methods.

New standard implementation delay

Q: the implementation of the new safety standard has been postponed to next year. Why should we postpone it?

What do you think is the difficulty of implementation or is it not the right time?

In the pition period, what is the implementation of the new standard or the old standard?

A: the implementation of mandatory standards must give the market a buffer period. During this buffer period, enterprises need to adjust their production process and quality control system, so that products meet the requirements of the new standard.

State postponed NEW

standard

The implementation of the plan is to consider the longer production cycle, larger inventory, and the longer time of circulation in the textile and clothing industry. In order to reduce the adverse impact of the new standard on the manufacturers, the pition period will be extended from one year to August 1, 2012.

During the pition period, the implementation of new or old standards is permitted, but the quality of products must conform to the standard requirements specified in the labels.

Q:SGS can help enterprises to cope with new standards.

As a leader in the field of textile and apparel testing, A:SGS has gathered a group of technical experts who are proficient in the standards of textile and apparel at home and abroad. They can provide comprehensive training for enterprises and help enterprises understand the background, technical requirements, testing methods and result evaluation of the new standard in an all-round way.
