But spinning needs less staff, and 1 million jobs are needed to create the entire industry chain from dyeing, weaving to clothing production.

Many parts of Xinjiang are listed by the World Resources Institute as high-risk areas for water scarcity.

In pportation, far from Shanghai or Guangzhou, it is also an obstacle for Xinjiang enterprises to deliver overseas goods on time.

But Xinjiang is in the core area of "New Silk Road".

The Chinese government is investing heavily in the construction of new railways from eastern China through Xinjiang to Central Asia and then to Europe.

This will eventually shorten the pportation time to some markets, which will make Xinjiang's enterprises more advantageous than the manufacturers who rely on shipping.

The Chinese government subsidized pportation, personnel training and insurance, and provided generous financing support, which is also intended to prevent investment flows to the foreign textile industry.

For the locals, the monthly wage of textile mills is two times that of other jobs in the city, and several times that of farming.

Attracting them to work in factories in the city will also help the Chinese government achieve the desired regional cultural integration.
