In the case of personal use and reasonable quantity, articles of daily life worth less than RMB 1000 yuan are allowed to enter the country in a reasonable quantity range, otherwise they will be returned overseas or in accordance with the provisions of the import of goods to entrust companies with import and export operation rights to handle the declaration procedures.

When the entry and exit articles are charged for postal tax, the customs value is approved by the customs according to law, and the invoice provided by the passengers is for reference only.


In order to further simplify and standardize the procedures for inbound and outbound passenger declaration, facilitate the entry and exit of passengers to meet the 2008 Olympic Games in Beijing and the Shanghai World Exposition in 2010, the General Administration of Customs has decided to implement new ones at all ports open to the public from February 1, 2008 onwards.

Inbound and outbound passenger declaration system

The relevant matters are announced as follows:


1. Inbound and outbound passengers do not carry goods declared to the customs without filling in the customs declaration form for entry and exit passenger baggage of the People's Republic of China customs (hereinafter referred to as "declaration form" and "attachments"), and choose "no declaration channel" (also known as "green channel").


Two, except those who are not exempt from supervision by the customs and passengers who are under the age of 16 who travel with adults, passengers who enter or leave the country should declare the articles that they should declare to the customs. They must fill in the declaration form, declare in writing to the customs, and choose the "Declaration channel" (also known as the "red channel").


Three. If the incoming passengers carry the following items, they should faithfully fill in the corresponding columns of the declaration form, and submit the relevant items to the Customs for verification.


(1) animals, plants and their products, microorganisms, biological products, human tissues and blood products;


(two) the total value of the total value of travellers' travel abroad exceeds RMB 5000 yuan (including 5000 yuan, the same below).


(three) articles that the non resident passengers intend to stay in China with a total value of more than 2000 yuan;


(four) alcoholic beverages exceed 1500 milliliters (alcohol content above 12 degrees), or more than 400 cigarettes, or cigars more than 100, or more than 500 grams of tobacco.


(five) RMB cash is more than 20000 yuan, or foreign currency cash is more than 5000 U. S. dollars;


(six) separate pportation of luggage, goods, samples and advertising products;


(seven) other items that need to be declared to the customs.


Four. If the outbound passengers carry the following items, they should faithfully fill in the corresponding columns of the declaration form and submit the relevant items to the Customs for verification.


(1) precious metals, such as cultural relics, endangered animals and plants and their products, biological species resources, gold and silver, etc.


(two) the traveling personal articles such as cameras, cameras, laptop computers and other units with a unit price of more than 5000 yuan for residents' re entry.


(three) RMB cash is more than 20000 yuan, or foreign currency cash is more than 5000 U. S. dollars;


(four) goods, goods and advertisements;


(five) other items that need to be declared to the customs.


Five. When a non resident traveller returns to leave the country, if he needs to choose the "Declaration channel" clearance, he may fill out the relevant contents in the exit column of the declaration form that he has completed and endorsed and endorsed at the time of his original entry, or fill out a declaration form, and go through customs declaration procedures to the customs.


When residents return to enter the country, if they need to choose the "Declaration channel" clearance, they may fill in the relevant contents in the entry column when they fill out the declaration form which has been endorsed and signed at the time of their original departure, or fill in a declaration form to hand in the declaration of customs declaration to the customs.


Six, entry and exit passengers who hold diplomatic and courtesy visas granted by the competent government departments of the People's Republic of China shall present their valid certificates to Customs at customs clearance, and the customs will exempt them from courtesy.


Seven, in violation of customs regulations, evading Customs supervision and carrying goods or articles that are prohibited or restricted by the state to enter or exit the country or should pay taxes according to law, the customs will be punished according to the Customs Law of the People's Republic of China and the implementation of administrative customs punishment in People's Republic of China.
